On 13 December, a political agreement was reached by the EU Parliament, the Council of the EU, and the EU Commission, on the revision of the Construction Products Regulation (CPR).

Glass for Europe welcomes this achievement which will be crucial to enable the putting of safe, efficient, and sustainable construction products on the EU single market.

The current construction products standardisation framework, which enables the CE Marking of building glass, is a key tool to ensure product performance in the EU but it is currently facing major disruptions. The EU flat glass sector is confident that this new CPR will enable the needed improvements in the functioning of construction products standardisation and contribute to unblocking numerous glass standards citations.

This revised legislation is also intended to contribute to the Green Deal objectives by addressing environmental rules and requirements and leading the construction products industry towards greater sustainability. The new text notably defines environmental requirements that manufacturers will need to declare and address the practice of reusing and remanufacturing construction products. How those items will be specifically formulated remains unknown as long as the new text is not available, but Glass for Europe members are already acting: Environmental Product Declarations have been voluntarily provided by our sector for years and a paper explaining the possibilities and constraints of reuse, remanufacturing, and recycling of building glass will be published shortly.

Many other provisions of the new legislative framework will have an impact on the glass and glazing sector, for instance, on simplified procedures for product type approvals or the new digitalization & sustainability provisions. Glass for Europe will seek confirmation on these points and support the future CPR implementation to ensure that flat glass manufacturers and the thousands of SMEs transforming glass for buildings will be able to operate within this new regulatory framework.
