In the middle of March 2019, as part of the Batimat Russia 2019 exhibition, Opora Rossii Public Organization held an extended meeting of the construction committee.

The event was attended by the leaders of "Supports of Russia", the Ministry of Construction and Housing and Communal Services of the Russian Federation, Federal industry associations, construction companies and manufacturers of building materials.

The meeting addressed the issues: problems of pricing reform; improvement of legislation on the institution of self-regulation in the field of construction, design and publishing; current situation in the building materials industry market.

Kotrovsky Dmitry Mikhailovich - Chairman of the Construction Committee reported on the state of affairs with self-regulating organizations. He drew attention to the current problems in the regulation of this institution.

Golovin Sergey Viktorovich - deputy director of the pricing department of the Ministry of Construction and Housing and Communal Services of the Russian Federation reported that the pricing reform needs to be improved, for this it is necessary to finalize the concept of pricing regulation together with the Federal Associations.

Bondar Sergey Sergeevich - Managing Director of JSC StroyKompleks spoke about the problems of project management and offered recommendations for the Ministry of Construction of Russia.

Safety of buildings and structures does not meet regulatory requirements. It is necessary to stop the practice of purchasing PSM on a residual basis.

It is necessary for the Ministry of Industry and Trade of Russia to develop methods stimulating the development of new materials. To bring the rationing system to a logical conclusion.

He said: “we are for a transparent system, but objective and simple. The sanctions will not go far. The building materials industry, which is in a state of crisis, additionally wants to load reports, deadlines for the latter, etc. Additional bureaucratic work requires staff, but there is no money in the industry for this. ”

He proposed that these functions be entrusted to Rosstatistika so that the indicated state structure would carry out this work, transfer the results to the Ministry of Construction of the Russian Federation and other interested departments.
